While I am not the original requestor, I can tell you that my objective is establishing and communicating expectations for what system/repository does/should be used to house the electronic record.  I like how Carol described it as the 'System of Record'.  This seems as logical to me as what to use for describing the 'Office of Record' for our paper records.

Need/Issue:  Since my company is just beginning to understand the need for information governance and records management I am looking for helpful guidelines and meaningful tools that will assist employees know what is a record, where it is found, who/what contains or owns it and what business rules will manage it.
