There are several steel fences that use vertical rails and the top curves out and the top of the post is split into a anti-climb trident top edge. ( Berming, Securex, Stop Gap Security Fencing ( Palisade type) and others.)

You can use proximity detectors that alert you when anyone who is grounded touches it. It can be set so birds don't set it off. Infrared beams in certain areas is also a good notifier.

These fences provide great security at high prices. But no fence really can stop someone who has time to plan.  For example a "Bear Ladder can triangle over the top very easily. Your plan should include motion detection cameras in key entryways but again, if no one monitors the cameras, they act merely as a deterrent.  It is recommended that you include fake housings that appear to have cameras in them in addition to the fencing. A good local security company can pull it all together.  But cyclone fencing alone is a really weak perimeter.

Good security is developed in rings.  The closer to the valuables, the more the security is enhanced.  Fences are the lowest level of security. Card Access, motion detection and interior walls that run floor to structural floor above.

I once installed a security system that was perfect, except they kidnapped the Bank CEO and he was the weak link. Don't be the weak link yourself. This is the way people steal now.  They coerce people inside or bribe people inside. It is so much easier if the person inside brings it out and they never appear on the camera.

The best security is an afternoon of "What if" with a good security company. As Fred, Larry and Peter stated, the first issue with fencing is design.  And good design involves people monitoring the fence.

Also encrypt data, use bar codes for the media units that require access to another computer with password protected identification. Compartmentalize the data so it requires the data and the software to really use the data.  The consultants can tell you more. Unless what you are protecting is extremely valuable the somewhat infallible system will cost more than what you are protecting.
