First question I would ask is "Who regulates the operations of the plant
for your industry?"

Likely, they are who sets the retention requirements.  It could be OSHA,
EPA, NIOSH.  But there are a myriad of record types, including
transportation, production, waste, personnel, exposure, etc... and because
there is the potential of some records relating to "incidental exposure to
potentially hazardous substances", they may have moratorium against ANY
destruction, or have a minumum of 75 years after separation from employment
to protect the rights of successor generations.
