Good way to get our blood pumping on a Friday!

If your policy states that records are destroyed at the end of their retention period, and you consistently destroy them in accordance with that policy, then it doesn't matter what you call them, since they're gone.

Seems to me that the danger in recategorizing a record as a "non-record" once its retention period is complete would be that the non-records would fall off your radar screen and no longer be tracked/controlled.  If it met the criteria for a "record" in the first place (i.e., that it had regulatory or business value), I'd think it should be controlled once it had reached its full retention period (where that control would usually be some disposition action).
