I agree with Pilar, a change in status from record to non-record is not a reasonable approach to disposition.  Rather, I believe the status would be a "Record whose value has expired".  The attributes that made it a record in the first place are still extant; expired perhaps, but extant.  The exception I could see in this is an item that became a record only for its value as evidence.  For example, a space heater might become a record as it was suspected of being the cause of a fire in a civil action.  In that case, once the case has been resolved, the space heater becomes just that -- a space heater and not a record.
