Actually, the final stage is DISPOSITION, one aspect of which could be
destruction.

If a record has met its required retention, it can be re-evaluated for
continuing historic, intrinsic or enduring value and potentially
transferred to an Archive, where it will be retained for its value in that
setting.

If the record has NO ongoing value, THEN it id destroyed.

Plenty of zombie records in Archives.
