When I assembled a SharePoint 2010 Records Center the first time, I architected similarly to your described design. 

Today I imbed as much policies as I can into content types via a content type syndication hub. However, if your retention schedule is huge, and you prefer a 1:1 relationship between content types and records series, you'll run into performance issues--particularly, I have indexing issues with more than 15 mapped content types. Beware the number of special content types you create.
