Thank you Carol, 
To your point and Gordy's, are there any guidelines/rules pertaining to the number/size of items in a library or the bandwidth needed to support records declaration/approval workflow in SP?  Can you point me to some site with a list or what to consider? 

FYI - just in case anyone is in a position similar to me (new to SP and in need of learning), someone has recommended two books that we intend to buy:

"Managing Records in SharePoint 1020" by Bruce Miller and 
" Beginning Sharepoint 1020: Building Business Solutions with SharePoint".
