Steve,

What if I was thinking of moving to Alaska?  There may be something I would want to do some due diligence on and request some information. Another example may be a reporter that lives in NY that wants to do a report on the infamous bridge to nowhere.  How would that be handled, or are reporters granted special privileges?

 Additionally I have seen costs associated with a request so it is not like it is free.  With that said I believe it is a state's own decision, however sometimes when a state gets federal money that changes things.
