Here is a an organization that you might find helpful:

I would consult them, plus archival products vendors like Wiley, and
also your regular paper vendor (unless it is Dunder-Mifflin) and get a
handle on what exactly constitutes archival quality paper. Then I would
use my records retention schedule to see which documents are scheduled
for permanent retention. Then I would set it up with the departments
that generate and maintain those records to be able to have a supply  of
the paper I decided upon -- do all of the legwork for them -- so they
have it on hand and use it for those specific documents. For the people
who insist on recycled paper, I would tell them, "Yes, we are using it,
except for the 5% of records that we generate which require, by our
policy, permanent retention."

No animals were hurt in generating this suggestion. However several
thousand brains cells did perish. (OK, they didn't really die. They just
wailed and writhed around in agony then flopped on the floor. It was an
unnecessary bit of histrionics, if you ask me.)
