Quite a number of years ago, I worked for a company that had a credit card division. They required anyone who was present in the area where credit cards were created, handled, or mailed, to wear a shop coat with no pockets. The facility was also well-covered with security cameras.
The challenge here is preventing the phones from coming into the working area. Problem is, this must also extend to similar devices like iPods, since many of the newer models have built-in cameras. The smocks might be one solution, but obviously, they aren't foolproof and add cost to the workplace.
Our manufacturing facilities technically prohibit cameras, but it is difficult to enforce. We had one facility which was very high security and anyone visiting was required to drop their electronic devices into a basket. Security in that area was the responsibility of every employee.
