You're talking about a lot more than a simple "cloud provider" agreement.

A simple agreement is one that providers hosting services for your data -
what you're talking about is a full information management services
provider contract... and what you'll likely need to do is develop an
RFQ/RFP to state what services you want a service bureau to provide for
you, then have them quote you for the services they are able/willing to
provide.  At that point, you can view a T&C and SLA stating what they offer
as a standard, and then negotiate for what you may need/want over and above
that.

You set the requirements for retention- but if your data is commingled
without respect to the retention period, than any replicated copies.backups
will have it all mixed together too, so selectively removing data from a
streamed backup tape is difficult, if not impossible. Therefore, performing
disposition from anything other than your primary data set becomes quite
problematic; even that is difficult unless the service provider is actually
using an ERMS that allows access to content at the record level. And the
cost to have them perform disposition at a record level won't be
inexpensive... and you'd have to accept some risk of error.

As for e-discovery, that all depends on a request to provide information
and how it has to be searched for, then writing content out to a third
media form for production.  And naturally, if you're thinking e-discovery,
you'd also be looking at destruction moratoriums/holds being placed on
records based on some pre-established criteria.

Is anyone trusting this level of functionality to be performed by a cloud
services provider?  At what levels of volume? In what industry segments?

From many I've spoken to, they're concerned about simple things like
ensuring consistent and constant power in the event of an emergency, risk
of damage by third-party adjacent businesses, content being brokered to
others you have no contract with to address peak volume issues, disaster
prevention, protection of privacy, etc.
