While I can't comment on records for retirement, I agree that "permanent" is a misnomer. It might apply to pottery shards from ancient Sumeria or spent nuclear fuel rods (half-life 10,000 years), but most business records do not escalate to "permanent" status.
For records requiring long-term but indeterminate retention, I like the word "persistent".
