I also believe you have to consider the industry you are in. For
example I work for a non-profit - other than possibly changes to HR
regulations the recordkeeping requirements for my organization rarely
change. But if you work for a highly regulated company that may have
offices in multiple jurisdictions, like my friend Mr. Breeden (I think
I still am), you have to not only consider what the folks in the
Beltway will do (FERC, EPA, OSHA, etc) but the states as well.
