Linda, I am in agreement with Pilar on this and personally, I don't think it's good practice for an organization's vendors to be the office of record for anything. However, having said that, I have lost a couple of battles here where departments--using a third party, have agreed to let them maintain our records. I did push--and got, at least some language in the contract as to ownership, control, and management of these records, as well as obligating them to follow our retention schedules. This is where having a great relationship with your legal folks may help.
