I monitor the state legislature every year for possible changes to certain laws and their impact on regulations.  I also try to monitor Federal regulatory agency activity at least bi-yearly.  We tend to receive notice of regulatory changes from the Feds more reliably than from the State, so we are generally aware of new changes.
