I see IG as, literally or metaphorically, a Council of Stakeholders -- those who have interest and investment is the successful governance of information. This includes Records, along with Legal, IT, and variably: Compliance, Security, Knowledge Management, Risk, Management, Purchasing, Marketing/Sales, Finance, HR, etc. etc. It's really a consortium of those whose success depends on the effective governance of information.
Having said that, Records Management is in an advantageous position to take the lead in all of this. Our work touches all the others. We have many -- but not all -- of the skills and tools necessary for information governance. Is there any records management department or group that is prepared to do Information Governance in its entirety? How many CRMs, for example, are also specialists in encryption?
I think Information Governance takes teamwork -- coordination and cooperation -- to move toward policy and practice that well serves an organization's needs. Records managers may be well-suited to be the team captain. However I, for one, could not do it alone.
Great discussion!
