Or it simply makes it meaningless, seeing as the vendor can elect to make
changes to the software under a 'minor version' upgrade immediately after
receiving their certification.

Given the need to have the certification TRULY only applies to Department
of Defense implementations, there really isn't a reason to get wrapped
around the axle about it any longer.  Even 36CFR no longer places a heavy
burden on Federal Agencies to be concerned with the requirement for
a"certified" system, saying only:

"Recordkeeping functionality may be built into the electronic information
system or records can be transferred to an electronic recordkeeping
repository, such as a DoD- 5015.2 STD-certified product. The following
functionalities are necessary for electronic recordkeeping."   36CFR,
1236.20 (b)

Which indicates as long as the system meets the 7 criteria that follow,
there is no need to meet the rigors of a certification.
