This is one of those ultimate "it depends" questions. 


Technically, I wouldn't include HTML as a "programming language", although I would argue that knowing some tools to develop web pages is a good thing.

If you're going down the website path, then Java or Javascript is good to know.

If you have a document management or imaging system, being able to write database queries natively might have some benefit. Some flavor of C or Visual Basic are likely helpful.

If you have barcode scanners, being able to tweak the functionality of the scanner is good, so writing the code embedded in the scanner is helpful.

For many folks, being able to write PERL scripts is very helpful.

Having really good utility in Excel is a really valuable competency, probably more valuable than most programming languages.

In general, however, knowing a programming language, as such, has limited utility for records managers. There may be opportunities to shortcut some applications or COTS software, but by and large, I think the days of "roll your own" apps are over.
