you need to prowl around a bit, and ignore the government speak here and
there.

I'd take the basic approach that if you manage documents, regardless of
medium, in a sensible way, you are doing better business.

Here in Oz, the law says you MUST manage electronic and hardcopy the same
way.

Frankly, if our profession doesn't get to the stage very quickly where
electronic is the norm and hardcopy is an exception, there isn't much
future for us.
