I find it strange that your new service provider did not make all the arrangements with Bell for you. When I changed services to Rogers, Rogers handled all the transactions with Bell and my new Rogers service was up and running within 1 week. Aside from the occasional snail mail telling me how much they miss me and begging me to come back, I have not received anything from Bell, most certainly not an additional bill.
