Gary,

I was with you until I came across this interesting tidbit near the end of
the article:

hazards, including an open box of passports; and “deplorable conditions” --
such as corrosion, vermin feces and “pervasive” mold.<snip>

In my many years in records management I have come across conditions such
as this in a couple of instances although I can't remember ever seeing a
box of passports.
