I'm relatively new to the field--especially federal records--but passports
probably aren't so far-fetched. If EPA staff has to go to a U.S. Territory
(the Mariana Islands, for example) I think they may clear passport and
customs control in a sovereign nation (Japan in that instance) so they're
issued diplomatic passports prior to departure from the States. When they
return, the passports are surrendered. Regardless, would be interesting to
know WHY the passports were there.
