My experience is that an employee can complete a survey in two hours or less
as long as there is some assistance from records management. Many employees
get confused about what they are supposed to do, even after a two hour
training session that includes examples from their own department. The
"assistance" is really hand-holding and keeping them on track. It also
ensures consistency in data capture and ensures the form is completed
properly. Many department heads are loath to give two hours to anything
other than their own work and will claim they are doing a special
project--which may be true, so you will need upper-level pressure to get
every department to complete the work.

The knowledge the departments get out of the exercise is great. They often
do not know what they have, nor how much, and it gets them thinking about
how they can streamline their work, like not printing documents, putting
them in a folder that other people who need access can use, emailing links
instead of documents, etc.
