Douglas, you might want to check out the Records Retention and Disposition Schedules developed by the New York State Archives for local governments in New York State:  http://www.archives.nysed.gov/a/publications/pubs_records_mgmt.shtml



I suspect one or more of the following schedules would apply:

*        CO-2 (counties)

*        ED-1 schedule (school districts, etc.), or

*        MI-1 schedule (miscellaneous).
