Scenario:  A records retention schedule has as retention codes "ACT+[X]," 
meaning that the record should be retained through its active life, then 
the retention starts at the point it becomes inactive.

Theoretical Truth: No record retention period actually starts until the 
record becomes inactive. And so the designation of "ACT+" as a retention 
code is redundant. (and by the way wreaks havoc with automated systems).

Solution: Convert all "ACT+" retention codes to straight numbers. Define 
the point at which the record becomes inactive in the Retention Schedule's 
description of the record series.
