I am not sure why they picked only the NY area to visit and the insitutions you mentioned, and not similiar Institutes of Technology, which the US has several very good ones.  

While at the University of California-Berkeley, we has similar groups from both China and Japan visit on the same mission.  In fact, they immediately discovered how complex US higher education administration was and sent interns to stay for 6 months to a year so that they could drill down and gather greater detail.   The Nagoya group certainly needs to do their home work before arriving, for the US higher education system is very vast and significant differences between HE systems and individual campus, public and private, profit and nonprofit, liberal arts and professional. Thus the focus of the various administratiions are very different.  Remember the US has more colleges and universities that the rest of the world put together.

While most campuses now have "register" and "records" positions (very different positions), I am not sure I would start there.  Better to start with the President, chief academic officer and business officer. Work you way down the chain of command or divide the delegation up and different representatives focus on different aspects of administration. 

Unless they narrow the focus of the mission, they will have a nice trip, enjoy their visit but accomplish nothing and be more confused than before they arrived.  Assume all the delegation speaks English.
