Hi Larry,
It may be that the best option these agencies have is to link a records management program to the purpose of identifying and collecting archival records, eliminating transitory records to better care for records of archival value. It is also possible that NEH has grants that may fund archival programs, and if this can be identified as a strategy to identify and collect archives it may find some favor.

Hello Friends of the Great Intergalactic Archives & Records Management Listservs. The Alaska State Archives was asked by a small incorporated city about grant funds for initial municipal records management system development. The concern here is mostly records management rather than archives. Does anyone have suggestions, other than NHPRC?
