<< snip>> another method that local governments have employed to get money to start or expand their records programs is to increase fees for filing of certain documents - deeds, wills, permits - and dedicating the amount of the increase to records management improvement. <<snip>>

In 2001, the Connecticut General Assembly authorized the Historic Documents Preservation Program within the Office of the Public Records Administrator at the Connecticut State Library. The purpose is to help the municipalities enhance or improve the preservation and
management of their records as well as to provide training and technical assistance.

This program is funded by a $3 fee collected on land recordings. The town clerk retains $1 to use as needed for the care of records. The other $2 is sent to the State Library for deposit in a dedicated non-lapsing fund. Our office returns 2/3 of the money back to the towns in the form of grants. Every municipality in good standing that submits a properly completed application for an eligible project by the appropriate deadline is eligible to receive a Targeted Grant from the fund. This year grants of $4,000, $6,500 and $9,500 will be awarded to small, medium and large towns, respectively. Since its inception, the grant program has awarded 1,759 grants totaling $12,542,901.
