I agree with Deb.  The contents of databases are in constant flux.  It's
the output (e.g., reports) that would constitute the record, not the
database itself.  

One might also consider the layout of the database (e.g., column headings,
data formats) a record.

I know that I have seen other listserv members express other viewpoints
when this question has come up in the past, and am interested to read
further opinions.
