We use Kofax Capture as the front end, Filenet as the ECM home for the docs.  For the current files, we outsourced the initial scanning to get them in quickly.  Since then, our H.R. staff scans each new document as it comes in and enters metadata to make it searchable.  Filenet (like pretty much every other ECM system) allows us to control the security on the system - and the H.R. files are very tightly controlled.
