I have a feeling that we're heading in that direction. Our current funding model - Records Management having a budget to cover pretty much all costs - is left over from the days when we were the Micrographics Unit. Management seems to be pushing to charge back for everything to encourage departments to "clean up" stuff before they send it to us. As for me, I would rather keep the budget local so as not to encourage cutting corners.
