When data is not available employees assume that the company does not have
the information, then companies assess whether the data can or should be
collected, and determine the costs and benefits of gathering the data. When
documents are not available, employees spend hours finding the document,
then make copies, electronic or paper, and store them close by for their or
their workgroup's convenience. The proliferation of copies and email
attachments makes determining the relevant document for a business process,
for storage, or for discovery very difficult. As methods for creating and
distributing documents have become increasingly networked, the number of
documents has grown, replacing phone calls in many instances, but the number
of copies has burgeoned to an unmanageable volume.
