Talking about "long before", in diplomatics, the date and office of receipt,
the classification code, the registry number, the data listed in the
endorsement, like names of author and sender, name of the keeper of the
record, subject matter, reference to related records, etc., which are
affixed to the paper records and are "information about the record" or
metadata, are called extrinsic elements of the record and are an integral
part of it.

This was decided long before the existence of the principles, Mo Req and
even before 15489.

Those sources are simply parroting what was decided in practice before.

Eventually, people are going to figure out iif you want to verify/validate
something related to records, you go back much further than these recent
publications that others want to hang their hats on as 'authoritative
sources'.


They're simply a re-hashing of things that have been common practice in
Records Management for decades wrapped in shiny paper, being marketed as
new.
