The article on retention changes for financial statements is not for the US. I just found the article and it says internal revenue service Philippines. ftp://ftp.bir.gov.ph/webadmin1/pdf/75723RR%20No%2017-2013.pdf. I could not locate this on the Internal revenue site.

An effort to speed up the destruction of public documents, including recordings of City Council meetings, sparked an outpouring of criticism of Moreno Valley over the weekend.

The council is poised to overhaul its document-retention policies at a public meeting on Tuesday, Oct. 22, a move the city clerk described as routine.

Federal Security Breaches Traced to User Noncompliance - CSO Online - Security and Risk According to a new study by Marital, federal cyber security professionals are so focused on implementing rigid policies to lock down data that they often ignore how those rules will impact end users within their agencies.

The result, perhaps predictably, is that many government workers resent the burden that security protocols impose, complaining that they are time-consuming and hinder productivity, while nearly a third say that they regularly use a workaround to circumvent the security roadblocks.

Only a third report that they work around the roadblocks? That seems low to me, actually, based upon my PhD study. I suspect that some of the people studied were like those I studied - they didn't own up to violating RM policy, but would go on to explain why what they were doing (keeping convenience copies) wasn't so much of a violation - they'd rationalize it away, in other words.

I have found, as Larry said, that email management 'systems' are merely digital haystacks but that is one step toward the goal of preservation, identification and production for legal hold needs. The haystack locks down the email, preventing destruction and providing the repository for other tools to act on, and then a second tool searches the haystack, annotates results, exports results. There are many good products out there like Access suite, Sherpa Discovery Attender etc.
