Earl asked about "capturing the knowledge" of long-term employees about to retire.
In a previous position, I tried to start up what we described as an Oral History Project to capture this type of information. It was particularly important for the NYC agency in question, which built, operated, and maintained the water supply system for New York City, so a utility like yours, Earl.
We contacted the Columbia Center for Oral History (http://library.columbia.edu/locations/ccoh.html) for ideas. The CCOH has a short document here: http://library.columbia.edu/content/dam/libraryweb/locations/ohro/CCOH%20Three-Pager.pdf, which you may want to look over.
It is not a particularly inexpensive process (about $2,000 per hour, in 2004), but the value may justify the cost.
The project never got off the ground, but we did prepare a project proposal which, if it is of interest to you Earl, I can email you off-list.
