What proves most fascinating here isn’t the making of paper but the booming industry of “secure document destruction.”

I really hope it answers the question I have and which should have been asked is why does the NSA continue to create documents on paper?  Pulping really doesn't save that many trees if you take into consideration that it took about 12000 trees to create the 100,000,000 documents (and that’s if they are one page each)
1 ream = 500 sheets
1 tree creates 16.67 reams of paper (8333.3 sheets)
100,000,000 / 8333.3=12,000 trees
