The first reason for vital records designation, in your scenario, is the ability to prioritize recreation if you have an event.  I don't believe that you are assuming that nothing bad could ever happen to such a system?  Another justification for the vital identification would be, in the right industry sectors, an ability to audit and demonstrate compliance should that be a requirement for specific record series.  Finally, is the system being tested on a regular basis to not only know that the systems work but so the organization can discover areas of improvement?  Some tests should include routines that involve vital records.  You cannot do such a test if you are unable to identify what is vital.
