I have the following items on my budget:
- Travel expenses
- Meals & entertainment (for myself and/or taking others to lunch/dinner) 
- Seminars, schools, & meetings
- Outside services (consultant fees, shredding services, most other 3rd party costs, etc.)
- Contract employees (temps)
- Office & warehouse (for offsite storage)
- Memberships (ARMA, AIIM, ABA, etc.)
- Office supplies
- Shipping & postage
- Coffee/water/refreshments (for internal training)
- Subscriptions/publications

Other items such as RM software may fall under an IT budget depending whether it is considered capital or not.
