and why would a CRM in good standing wish to retake part V? the key has
always been continuing education once you have achieved CRM status. If a
CRM feels that they are deficient in an area then it is up to them to take
additional education to reduce that deficiency.

I know that the Academy of Certified Archivists allows a CA to either
recertify by petition (similar to the ICRM process, but much more onerous
since you submit your request at the end of the 5 yr cycle) or by exam. but
then they have only one exam

Not sure what the concern is if the Institute is looking at Part V to
either revamp it or beef it up. It has been IMHO one of the harder if not
the hardest exams in the process since it RMs are faced with such a wide
range of technology - micrographics, imaging, shelving, IT, physical
records (filing cabinets, shelving, etc)
