JOB
The EDRMS Manager is a new, full time, permanent position and is budgeted
to start February 3, 2014. Reporting to the Chief Technology Officer, the
EDRMS Manager is responsible for the design, implementation, and
maintenance of a county-wide document & records management system.

The implementation responsibility includes establishing domain-specific
ontologies and taxonomies based on County workflows and business processes.

The maintenance responsibilities include systems administration,
development of additional ontologies and taxonomies, updating the records
retention schedule, and the integration of multiple instances of Content
Management Systems.

We are in the process of evaluating responses to our recent RFQ for
Services to Conduct an Audit of The Pitkin County Records and Document
Management System Infrastructure and expect to have a consulting firm
onboard on February 17, 2014; this position will be the project manager of
record.

The RFQ Statement of Work follows:

The Scope of Work includes, but is not limited to:
1)  Creating high-level network topology diagrams of the EDRMS;
2)  Compiling an inventory list (including purchase prices) of all
      hardware and software components of  EDRMS;
3)  Compiling a records inventory to include storage media and
      a determination of custodianship;
4)  Preparing a recommended high-level document management
     ontology structure with associated taxonomies.
5)  Conducting a gap analysis of the current system and the
    “ideal system” in terms of local requirements, budgetary reality,
     compliance with professional standards, and legal requirements;
6) Determining if EDRMS complies with the Colorado State
    Archives Records Management policies;
7)  Preparing ‘action item’ recommendations classified into the
     categories “Must Do”, “Should Do”, “Would be of Significant
    Value to Do”, and “Must Not Do”;
8)  Evaluating the implications of integrating the Google Vault
     email feature of Google Mail (Gmail) with EDRMS;
9)  Determining the feasibility and cost of dividing those EDRMS
     infrastructure components as may be jointly held with the
    City of Aspen into separately managed city and county components.

GOVERNMENT
With the county seat in Aspen, Colorado, Pitkin County was established in
1881 and became a home rule county in 1978. A five-member board of county
commissioners, a County Manager, an Assistant County Manager, and a staff
of 250 run county operations.

GEOGRAPHY
Covering 975 square miles, Pitkin County is located in the heart of the
White River National Forest, surrounded by the spectacular peaks of the
central Rocky Mountains. Pitkin County includes the communities of Aspen,
Meredith, Old Snowmass, Redstone, Snowmass, Thomasville, Woody Creek, and
portions of the town of Basalt.

DEMOGRAPHICS
The population was 16,389 in the 2010 U.S. Census including 52% males and
48% females with a median age of 42.7. Ninety six percent of the county’s
population has at least a high school education with nearly 60% college
educated. At $64,381, Pitkin County has the fourth highest per-capita
income of US counties.

ECONOMY
Best known for its four world-class ski resorts (Aspen Mountain, Aspen
Highlands, Buttermilk, and Snowmass), tourism is the mainstay of the local
economy with arts, cultural and recreational events providing year-round
attractions.

TRANSPORTATION
There is only one major roadway in Pitkin County leading into and out of
Aspen and its high elevation Independence Pass to the south is subject to
winter closure. Public transportation is provided by the Roaring Fork
Transportation Authority bus and van service throughout the Roaring Fork
Valley. There are seventy-two miles of bicycle paths, one of which connects
to a regional path to Glenwood Springs, forty two miles distant. The
Aspen/Pitkin County Airport is one of the busiest in the state, behind
Denver International and Colorado Springs airports.
