I don't think it's a tangent. I think you make important points on an 
essential issue. Maybe I should re-phrase my question to: "How are you 
providing guidance to staff on which is the "Record Copy" or "Official 
Copy" when using a functional schedule?"

Throughout an organization, particularly large ones, many types of 
documents are copied and distributed and shared and exist in many places 
throughout the organization. And in many instances people do not know if 
they have the copy that should be retained for the full retention period, 
or an extra copy that should be destroyed "when no longer needed for 
operations." A simple and handy example would be timesheets, but examples 
are almost limitless.
So how do you communicate to all 10,000+ employees in an organization 
which is the "record copy" of each type of record your organization 
maintains? 
(For me, the RRS would be the logical place to put this information. But 
if I thought I had all of the answers, I wouldn't have put the question to 
the list.)
