Neeley: EPA leaks are an inevitable part of big government - Houston

Last year, the Environmental Protection Agency released the personal
information of about 100,000 farmers and ranchers in 29 states to
environmentalist groups.
The EPA quickly apologized, contending that the disclosures were
inadvertent. Then it did it again.
The information in question, which included home addresses and phone
numbers, GPS coordinates, and in some cases personal medical histories, had
been collected by the EPA as part of a program to monitor "concentrated
animal feeding operations," known as CAFOs, or more commonly as "feedlots."
