When I first lived in CA in the early 1960s I had a friend who worked for a company that "made" electronic equipment.  What they would do was to mock up a front panel with various meters & switches and give the specifications for the piece of equipment (say a stable power supply).  If someone ordered one then they would try to build it.  Probably a mega-corp somewhere today.  Dick King, University of Arizona
