Julie,

You've received some good advice so far. Using archival quality materials 
would certainly be the optimal solution. However, if you work in a large 
organization wherein a lot of people are sending files to you from various 
locations (and I believe this to be your situation), getting people to 
purchase and use archival quality materials might be a challenge.

Another approach might be to publish guidelines for departments that 
transfer engineering drawings to you, complete with a transmittal form 
that they are required to print out and wrap around the roll of drawings. 
Whatever they use to secure the roll - rubber bands ("gum bands" here in 
Pittsburgh), tape, etc. - is affixed to the transmittal form and does not 
touch the drawings themselves. 

This is what I did when I worked at an architectural firm for many years. 
I always kept a stack of blank paper with me during intake, and adjusted 
what the departments did, if needed. As I had access to our print room, I 
also kept in my area a roll of blank drawing print paper, and wrapped the 
whole received drawings roll in the blank paper if it was too big for an 
8.5 x11' or 11x17" sheet of paper to fit around. 

Your approach may depend on what you can get the departments to do, and 
what you have time to do during intake.
