There is an immediate opening for the following position with the Executive
Offices, Office of Continuity and Records Information Management,
Commonwealth of Pennsylvania:

                Administrative Officer 4, Enterprise Records & Information
Manager


THE POSITION:
The incumbent will serve as the Enterprise Records and Information Manager.
The position requires experience with core records and information
management processes and information technology. The Enterprise Records and
Information Manager will be responsible for the administration of the
Commonwealth's state Records and Information Management (RIM) program.
 This includes working closely and partnering with the Pennsylvania
Historical Museum Commission (PHMC) in the development and implementation
of the commonwealth RIM program.

As a Records and Information Management subject matter expert, will oversee
all activities involved in the management of the enterprise records and
information management program.  This includes facilitating effective,
efficient, systematic and compliant handling of electronic and physical
records and information thorough the lifecycle using industry successful
practices as they pertain to state government.

Provide guidance and direction to the Office for Information Technology
(OIT) regarding the enterprise governance of electronic records and
information in order to have a fully integrated RIM policy and process for
all electronic records and information.  Will work closely with OIT and
records professionals to design and implement practical cost-savings
solutions related to records and information management.  Responsible for
assisting in the review of the design process of information management
systems through translation of records processes into technical
requirements.  Develop an outreach strategy to achieve participation in the
enterprise RIM program.  This is a supervisory position.


DESCRIPTION OF WORK:

Identify and establish goals and objectives of the Enterprise RIM program
to support the program and strategic plan for the Office of Administration
(OA).

In coordination with PHMC, design and implement intuitive RIM policies and
processes for agencies to follow the records retention and disposition
schedules.

Work with the Chief Information Officer (CIO) and OIT to build records
information management functionality into the enterprise architecture and
ensure information systems incorporate RIM functionality appropriate to the
records/information assets they support.

Consult with the CIO and OIT to assure that records information management
technology in use is consistent with enterprise architecture.

Analyze key performance indicators and prepare to demonstrate the success
of the RIM program.

Develop and track program outcome measures and makes recommendations for
improvement.

Monitor developments in federal policies and guidance for states as well as
industry successful practices for integration into commonwealth programs as
appropriate.

Conduct a regular review and assessment of the RIM program.

Establish and promote organizational policies and practices to provide for
the preservation and maintenance of vital records.

Collaborate with legal counsel to implement the legal hold process and the
resumption of records and information destruction.

Co-Chair the State Records Committee.

Assist with the development of targeted training to the appropriate
audiences, delivering the appropriate RIM competencies

Implement, in collaboration with agency program managers and legal counsel,
changes in RIM practices and retention cycles that will enhance operating
efficiency, reduce risk, and generate savings

Work collaboratively with PHMC to develop and host RIM training for
multiple skill levels

Create policies and processes that ensure RIM practices compliment
continuity of government business recovery needs

Evaluate agency records retention and disposition schedules and business
practices to determine compliance with statutory, regulatory, and
operational needs.

Advise the program managers, the CIO and the General Counsel's Office on
adequacy of documentation and creation and management of Commonwealth
records, keeping senior management informed on current and projected
operational requirements, issues, legislative, and regulatory matters.

Provide consultations and technical assistance for agencies regarding their
individual RIM program.

Supervise the agency records coordinator.

Required Experience:
Six years of experience in progressively responsible and varied officer
management of staff work in public or private organization, including
experience in personnel management, budgeting, and procurement; and such
training as may have been gained through graduation from a four-year
college or university;  OR Any equivalent combination of experience and
training.

Employment Type:  Full-Time
Location:  Harrisburg, Pennsylvania
Compensation:  $57,565-$87,472
