AT one place I worked (in another lifetime) we implemented this process.  We had a similar process to yours and basically after discussions with the Legal and Tax groups came up with the following (I'm paraphrasing as it's been many years):

Below is the listing of your records ....(or attached report)
These have met the retention approved by you or your predecessor. 
These are also concurrently being reviewed by Legal and Tax
Please review and return with your consent. If you do not respond in xx amount of time, the boxes will be destroyed per policy

If you'd like to retain boxes past their retention please give the business reason for the exception. This cannot be "Just in case".

As I said, I paraphrased from memory, so those are not the exact words. One word of caution until you catch up with the backlog, you may get pushback from the Legal group depending on the volume.
