In general, I'm not a fan either... unless they are used for collaborative
sharing of project files, aligned with a defined folder structure.
The examples Brian provided above though shouldn't be allowed to exist on
shared drives... these are personal files, and policy should prohibit them
from being commingled with business records.... especially in a"public"
environment.
Policy can allow for "personal" records to be housed on local drives in
dedicated folders labeled clearly to indicate they are non-records, and
many/most organizations that allow this, set limits on the volume of
personal records allowed to be stored on business systems.
