There is no doubt that the "lost" emails and failed drives are false. What would happen if a large corporation did the same thing? Heads would roll, and it would start in the Records Department...

They should identify the vendor providing the servers and hard drives. You can imagine they paid top dollar so why are these failing?
If you identified the vendor how quickly would we find out that this is all bogus.
On such a "Pure" records management issue..........where are all the quotes from RIM professionals?? Did the IRS not have a records manager??
When ever the Records Manager disappears from view, then I know something is wrong.
