Sometimes specific requests to the Listserv to share corporate documents
like policies don't get a lot of response because, although people are
willing to help with advice on points and components of such policies,
their own policies are non-public and they are not at liberty to share
them.

In your favorite search engine you can search on "internet usage policies"
and you will get articles, samples & templates, and also actual policies
from organizations that do post their policies publically.

One network you might try are archivists/RIM peers in other dioceses. If
you contact the archives at the Pittsburgh Diocese, please tell Ken White
I said "Hello!"
